Peak Performance Technologies’ leadership team earned its stripes working with large system integrators helping lead public sector and education customers through complex upgrades and implementations of ERP applications such as PeopleSoft and Oracle’s e-Business suite of products. Our consultants put their many years of hands on experience to work for our clients.

Peak Performance Technologies’ leaders and our consultants are experienced industry and technology professionals with backgrounds in strategy, systems integration, and process and technology in sourcing and outsourcing. Through their experiences at Accenture, Cap Gemini, EDS, IBM, Oracle Consulting and other world class firms, they possess a keen understanding of the challenges confronting public sector organizations in today's dynamic markets.

Jennifer Cardelli
CEO
Mrs. Cardelli is the majority owner of Peak Performance Technologies and has been working with PeopleSoft applications for almost 16 years. She was an early employee of PeopleSoft Inc. and is an expert in multiple products including Accounts Payable, Purchasing and e-Procurement. She has been instrumental in helping the firm achieve certified Woman’s Business Enterprise (WBE) status in multiple states and counties. Jennifer focuses her attention on managing partnerships and overseeing multiple growth strategies across new and existing market segments. She also manages all aspects of the firm’s corporate finances and is actively working with other states and locales to achieve WBE certifications to expand our capabilities for our clients and business partners. Mrs. Cardelli has a Bachelor’s Degree from Shippensburg University in Pennsylvania.

Robert Cardelli
President
As President of Peak Performance Technologies Inc., Robert Cardelli develops corporate vision and strategic direction, manages business development efforts, and oversees top-line management functions across the organization. Under Mr. Cardelli’s direction, the company has established key alliances with leaders in the packaged enterprise software and consulting industry, such as Oracle, Microsoft, IBM, Northrop Grumman, Accenture and PricewaterhouseCoopers, and has built a reputation for unparalleled quality and impeccable customer references. Robert has been working with PeopleSoft and Oracle applications since 1995 and was part of the design team for one of the PeopleSoft HCM products.

Prior to starting Peak Performance Technologies, Mr. Cardelli spent the last 14 years in leadership roles with global consulting firms Ernst & Young and Accenture. The majority of Mr. Cardelli’s career has been focused in the Education and Government markets and he is a recognized thought leader in the public sector shared service creation space. Robert holds a bachelor’s degree from the University of Georgia and a Masters of Business Administration from Georgia State University.

John Graham
Practice Manager-Advisory Services
Mr. Graham has worked in public education since 1977. While working for a board of education, a college and a university system, he has been an Internal Auditor, Accounting Director, Payroll Manager, UNIX Administrator, Oracle Administrator, Developer, Financial Systems Director, CIO, Director of Technical Services and Executive Director of Enterprise Application Systems. Since retiring in 2007 he has consulted on Shared Services, IT Governance, Strategic Planning, and Program/Project Management with several higher education clients around the country, John has extensive experience with SungardHE’s Banner Student and Financial Aid applications, PeopleSoft Campus Solutions, HCM and Finance applications and Oracle data warehouse tools.

John’s role will be to lead all aspects of our Advisory Services which include CIO, CFO and ERP engagements. Mr. Graham is an expert in project management and a certified ITIL practitioner. The last three years have been spent predominantly helping education and government customers talk through the considerations relating to consolidating operations, implementing shared service models and training the support staff in governance principles consistent with successful operating models.

Patrick Doyle
Vice President – Business Development
As Vice President for Business Development for Peak Performance Technologies Inc., Mr. Doyle is responsible for leading all aspects of sales across the organization. Patrick has worked with Robert Cardelli at three organizations and the two are close personal friends. Mr. Doyle has a proven track record for helping large firms such as PeopleSoft Inc. and Microsoft Corporation grow their top line revenue and his reputation for delivering exceptional customer service makes him one of our most valuable assets. In addition to his role as VP for Business Development, Mr. Doyle is responsible for managing all aspects of our partnership with Microsoft and manages our San Francisco, California office. Patrick holds a bachelor’s degree from San Diego State University.

Cliff Smith
Vice President – Consulting Services
As Vice President over Consulting Services at Peak Performance Technologies Inc., Mr. Smith is responsible for overseeing the firm’s consulting staff across all service lines. Cliff has worked with Robert Cardelli for over 13 years and started his consulting career with both Robert and Jennifer at a local company in Atlanta, Georgia. Over the years Cliff has proven himself to be a world class delivery expert and his knowledge of the PeopleSoft HCM, Financials and Campus Solutions product lines make him a valuable addition to the leadership team. Mr. Smith has a reputation for delivering projects on time and under budget and customer service reviews on Cliff and his teams have been exceptional and his dedication to managing his staff’s work/life/balance endears him to the staff he oversees. Cliff has a bachelor’s degree from Berry College and has held an active C.P.A license for over two decades.

David Barlow
Practice Manager – Data Warehouses & Business Intelligence
Mr. Barlow is directly responsible for helping oversee all client engagements that include implementing or upgrading PeopleSoft EPM or OBIEE products. David is a recognized thought leader in the EPM and OBIEE consulting space and prior to joining Peak Performance Technologies, he was a manager at Oracle Consulting and served as a “fire fighter” throughout the nation helping dozens of clients implement, upgrade or optimize their EPM/OBIEE environments. Mr. Barlow is currently working with his team to create a new rapid deployment model that will allow our firm to implement the EPM product and underlying data marts in a fraction of the time it currently takes in a more traditional model. David holds a bachelor’s degree and Master's of Science from the University of Florida.

David Tartaglia
Practice Manager – Data Governance and Compliance Services
Mr. Tartaglia is responsible for managing multiple service lines and is an expert in web development, PCI Compliance, Payment Gateways and data governance. David is a recognized thought leader in the Payment Gateway and Financial Sanctions space and is currently helping our education and government clientele design, implement and manage their complex financial transactions while ensuring they meet all United States and international regulatory sanctions. Mr. Tartaglia was an executive at Booz Allen Hamilton and spent nearly a decade managing the I/T functions for Massachusetts Institute of Technology where he first developed their award winning payment gateway system. David holds a bachelor’s degree from University of Rhode Island.
